Minutes from Board Meeting / Desoto Condominium Association, Inc.
April 5, 2018
Meeting was called to order at 6:30pm by Nancy Armes; Board President.
A quorum of directors was established.
Al Figuly moved to accept the minutes from the last meeting as presented.
Vince Santino seconded the motion.
Tony Armes reported on painting update. The resurfacing of the drive is still on schedule for May 1, 2018. Of course, based on when the painters are able to complete the project, the schedule may need to be rescheduled. Jill V. asked if this will be possible if need be. Nancy A. responded, yes.
Toni McCollom asked about painting the plastic part on garage doors. The painters had told Tony Armes that no, it will not be painted as the paint will peel off within a year.
Reminder that the paint takes 30 days to cure.
Toni McCollom asking about the number of painters on property at one time. This was determined to be an issue for the company hired, not homeowners. Jill Vogel asking about how many coats of paint we will be getting. Nancy quoted the paint contractor, “ paint will have a 100% uniform coverage rate, application not to exceed two coats.”
A clipboard for questions for the painters will be put in the laundry room. Owners are required to sign their comments and questions or they will not be able to be addressed.
Owners will be able to walk the property with board members at the completion of project before final payment is made.
Tony Armes will be out of town April 6-18th. During that time, the point of contact with painters will be Vince and Patty Santino.
Tiles for garages: Patty Santino presented three options for the garage numbers to be used after painting is complete. She found some ceramic tiles much like we have on our homes now, for $8.99 each. She also presented black numbers in plastic ($1.88 each), zinc ($3.78 each), or aluminum ($1.60 each). Tony Armes will ask if Keith to install for us. Toni McCollom asks that we confirm with whomever installs so that the correct numbers go on the garages. Toni will send Nancy a diagram of the garage identification. Decision on the tile choice deferred until the next meeting.
Nancy will be returning the white light fixtures for garages and exchanging them for bronze. We already have them and painters will touch up. 2
Insurance report by Al Figuly. Al met with Josh Ranew; brother to Andrew Ranew. Our policy expires on April 25th, 2018. The board looked at increasing deductible as a means to reduce cost. Josh advises that it is not best to do so. The savings would only be $600.00. The cost of roof replacement was investigated. Al reports that he looked at the docs from 2008 and found a roof life expectancy of 28 years. With that figure Al presented the fact that if all home owners (18 units) put aside (or increased monthly dues specifically for roof replacement) $20. per month for the next 10 years it would cover the cost of roof replacement.
Nancy moved to accept the insurance as proposed. Vince Santino seconded the motion.
Enhanced Property Management: Discussion among board members regarding the final two companies interviewed. Omega or Bluefin. Homeowner Jill Vogel. wanted to know if we go with Omega where will the money be kept. Account will be opened at BB&T. She also asked how quickly will vendors be paid. Al replied that the same turn around as current with Kathy. Al mentioned that with Omega he was impressed with the availability of an after- hours phone system. Someone with the agency is always on call in case of emergency. A loud verbal confrontation began between a homeowner and board member but was quickly stopped when Nancy Armes moved to hire Omega as our new Property Manager. Motion was seconded by Vince Santino.
Al will call Kathy, tomorrow, to let her know of our decision.
There was talk at the last board meeting about using email addresses for homeowners as opposed to just USPS. We will give copy to new management team for them to follow up on.
Conversation regarding formation of Architectural Review Committee. Question about “common property” and property rights. This discussion was tabled to the next meeting.
Complaints from home owners regarding dog barking for hours on end during the daytime. Complaints from home owners regarding pet owners not cleaning up after their pets.
Date for the next Board Meeting: To be determined.
Susan Suomi moved to adjourn the meeting. Al Figuly seconded the motion.
